All staged changes (affecting e.g. web apps or relational databases) are deployed as one batch of changes.

Running 'Finalise Deployment' does a full top-level deployment
and authorises all staged changes by all
employees to be deployed to the production instance.
Running 'Admin Refresh' only needs to be strictly run once and then
can be run occasionally to get updates.
